The flood warning service provided by this website provides 5 types of messages that can help you prepare for flooding and take action. Find out what they mean and what you need to do when they are issued.


When is it used?

When is it used?

Water level at Hoi An Station is expected to reach a water level between 1.0 and 1.5 m+MSL within the next 24 hours.

 

What do do?

-        Flooding is expected to occur in low lying areas

-        Keep yourself up to date by following the news on TV, radio and this website

-        Be prepared to put flood protection equipment in place when the situation is getting worse

Water levels at Hoi An Station is expected to reach a water level between 1.5 and 2.0 m+MSL within the next 24 hours.

-        Relocate boats, fish cages to a safe place. Do not go fishing on the river.

-        Put flood protection equipment in place to protect and reinforce houses/buildings

-        Move your car, motorbike and other valuable belongings, such as important documents to a safe place

-        Be aware that ferries only operate when necessary

-        Make sure your mobile phones are fully charged

-        Be prepared to evacuate immediately in case the situation get’s worse

It can also help minimize potential flood damage and accelerate recovery efforts. Forecast bulletins

The forecast bulletins are issued by the Quang Nam Provincial Hydro-meteorological Center including:

  • Hydrological forecast bulletin: provides information on hydrological trends during the forecast period, detailed water level ​​for each duration from 06 hours to 24 hours at hydrological stations in the  river basin. 
  • Flood warning bulletin: is issued upon detecting probability of river water level reaching or exceeding warning level 1 and continuing to rise or irregular flood.
  • Flood bulletin: is issued when river water level has reached and continues to exceed warning level 2 or has subsided but remains higher than or at warning level 2.
  • Emergency flood bulletin: is issued when river water level has reached and continues to exceed warning level 3 or has subsided but remains higher than or at warning level 3.

Flood map 

The flood map service provided by this website provides insight in the flood depth that may occur for a specific maximum water level that is forecasted for Hoi An Hydrological station in the next 24 hours. In case a flood warning is active the website automatically displays this flood map. The flood map shows by color code the flood depth that may occur at a specific location.

1.      The flood map is displayed on the map. Water depth increases when the color blue becomes darker.

2.      In the legend you can see which flood map is active and read the for each color the water depth. In this case the flood map is active for the situation in which the water level at Hoi An station reaches 1,80 meter above Mean Sea Level.

3.      It is possible to change the transparency of the flood map using the slider.

4.      When you click / tap on the flood map a popup will display the forecasted water depth at that location.

5.      The popup provides the expected water depth at the clicked location. For reference it also provides the expected water depths for the various warning levels. In the example shown in the picture we can see that Alert Level 2 is active and that water may reach 0.9 meter above ground level at this specific location.

How to use maps

In the homepage, users will see these tools as visualized in the following figure:


These controls have the following meanings:

-1: Allow to zoom in

-2: Allow to zoom out

-3: Allow to return the default scale and position

-4: Allow to capture the current screen 

-5: Allow to hide/show legend on the map

-6: Allow to switch between base map layers

-7: Allow to switch between data layers

-8: Allow to turn on/off the rain map, flood map, allow to adjust the transparency of the rain or flood map layers

The map interface also allows to:

- Click to view station information

- View chart data of stations


How to read the bulletins

On the homepage click on the menu “Flood Bulletins”

How to use rainfall map

To view forecast rainfall data, user must activate Rain map :

How to use flood map

To view flood map, user can click to select layer Flood map:


Website will show flood map 

The legend in the bottom right of webpage shows the flood depth color range. ,

When clicking on the map, website will display the flood depth at that location. In this popup window, user can see the forecast flood depth and flood depths according to warning levels.


How to view the timeseries of stations in chart form

a. Hydrological station

To view the water level timeseries at hydrological stations, users needs to select the data layer "Hydrological Stations" and click on the hydrological station to view. A graph of the timeseries will appear at the bottom of the screen. For hydrological stations, the graph will display as following: solid line is observed data; dashed line is forecast data; the horizontal dashed lines are the warning levels of the selected station.


Users can select to view information of many stations in the same graph, at this time the system will display data of different selected stations with legends.


-1: User can remove the chart of stations by clicking on the (x) button.

b. Rainfall station: 

The method to view the graph of the timeseries data is similar to the hydrological station. However, only observed rainfall timeseries data is presented on the website.

c. Reservoir: 
The method to view the graph of the timeseries data is similar to the hydrological station. However, timeseries data presented on the website is observed data including inflow, outflow through spillway, outflow through turbine, water level of reservoir.

How to use the community feedback

For sending the flood warning information to the authorities, users will access the "Community Feedback" menu, the website will display information as shown below:

Here you can:

-1: Enter the warning information, including Full name, Email, and Address are required fields

- 2: Click "Get current location" or click on the map to select the flood location.

- 3: Click "I'm not a robot" for authenticate

- 4: Click Submit to send information

When you visit map page, you can see on the map the location with icon , it is represent the alert location:

How to activate the function to receive notifications


The Website and mobile app provide flood warnings with push notification. The push notification feature is added to help provide the users of the website and the mobile application with the information they need to make informed decisions. The push notifications provide 5 types of messages and are issued simultaneously with the flood warning service shown on the website and mobile application.

 

How do I receive push notifications

·        For web browsers: On first time loading of the website, the browser requests users if they want to receive notifications. Click “Allow” to receive push notifications. Settings can always be adjusted later.

 

·        For Mobile app users (Android / iOS): during installation the app will ask permission to sent push notifications. Click “Allow” to receive push notifications. Settings can always be adjusted later.

·        On first time loading the website requests the user to allow showing notifications

On your Android device, launch the Settings app - the icon usually looks like a gear


Scroll until you find Notifications > Tap 


Scroll to Hoi An FEWS App > Tap

 


Ensure that the gray slider next to Block All is pushed to the left so that you will receive notifications.

You can also edit the settings for Show Silently and Override Do Not Disturb individually.


*To turn off notifications - tap Block all again. This will move the slider to the right and it will turn blue.
